He was born in Mexico City (1938) and died in Venice (2008). 
He's an artist that has done a lot of civic monuments like: The Olympic Gateway in California, Joe Louis Memorial in Michigan, Duke Ellington in NY, Charley Bird in Missouri and Prologue in DC.
